New Tax Relief

Highlights of House Bill 664

The longest overtime session in the history of the Illinois General Assembly this year yielded on very positive achievement:  much needed property tax relief for our seniors and families. House Bill 664 (P.A. 95-644), which passed with bi-partisan support through the Illinois House and Senate, adds a number of tax relief initiatives.  It provides property relief for homeowners, seniors, veterans, the disabled, and the spouses of fallen police officers or rescue workers.

  • Increases the General Homestead Exemption by $500 (from $5,000 to $5,500) in tax year 2008 another $500 (from $5,500 to $6,000) in tax year 2009 and thereafter.
  • Increases the Senior Homestead Exemption from $3,500 to $4,000 in tax year 2008 and thereafter.
  • Increases the income threshold for Circuit Breaker eligibility by $1,000 beginning with the grant year of 2008 and thereafter.  This income threshold applies solely to the property tax grant and license plate fee portion of the Circuit Breaker Program.
  • Provides full Senior Citizen Assessment Freeze Homestead Exemption benefits for seniors with a household income of $50,000 or less in tax year 2007.  It also increases the income eligibility limit to $55,000 for the 2008 tax year and thereafter.
  • Creates the Returning Veteran's Homestead Exemption which allows a $5,000 homestead exemption for the year in which they return from active duty, and a Disabled Veteran Homestead Exemption of between $2,500 and $5,000. 
  • It also creates a $2,000 Disabled Homestead Exemption and allows property tax abatements to the surviving spouses of fallen police officers and emergency workers.

New Veteran & Disable Exemptions

 

More Illinois veterans and disabled persons will be eligible for property tax relief as a result of legislation passed into law  on October 17, 2007.  Public Act 95-0644 creates three new homestead exemptions for Illinois' disabled citizens and qualifying veterans.  The legislation also expands current homestead exemption to provide property tax relief for qualifying Illinois' homeowners and Senior Citizens.

 

 

Veteran Exemptions

Returning Veteran's Homestead Exemption (35 ILCS 200/15-167) provides a one-time $5,000 reduction in a property's equalized assessed value (EAV) to qualifying veterans who return from active duty in an armed conflict involving the armed forces of the United States.  Veteran must complete an application upon their return home.

Disabled Veterans' Standard Homestead Exemption (35 ILCS 200/15-169) provides a reduction in property's EAV to a qualifying property owned by a veteran with a service-connected disability certified by the U.S. Department of Veterans' Affairs.  A $2,500 homestead exemption is available to a veteran with a service-connected disability of a least 50% but less than 75% or a $5,000 homestead exemption is available to a veteran with at least a 75% service-connected disability.  A disabled veteran must file an annual application by the county's due date to continue to receive this exemption.

The current Disabled Veterans' Homestead Exemption (35 ILCS 200/15-165) that provides up to a $70,000 reduction in assessed value for federally-approved specially adapted housing will continue to be available through the local Veterans' Affairs Office.

 

Disabled Person's Homestead Exemption

Disabled Person's Homestead Exemption (35 ILCS 200/15-168) provides a $2,000 reduction in a property's EAV to a qualifying property owned by a disabled person.  A disabled person must file an annual application by the county's due date to continue to receive this exemption
